Tucker of Duke Power Company Enclosed for NRC Staff use and review is Revision 96-2 dated July 15, 1996 to the McGuire Nuclear Site Emergency Plan.

This revision is being submitted in accordance with 10 CFR 50.54(q) and does not decrease the effectiveness of the Emergency Plan. A summary of the changes and bases for this determination is provided as Attachment 1. All changes have been specifically highlighted (side-barred) to facilitate the review.

McGuire Nuclear Site is submitting changes to its Emergency Plan to reflect the recent changes to 10CFR50 Appendix E (61 FR 30129, June 14, 1996). This submittal changes the commitment documented in the referenced letter. In this letter, the Commission granted an exemption from the requirements of 10CFR50, Appendix E, Section IV.F, stating that the exercising of the same headquarters support personnel need only be accomplished once per year. Duke Power committed to provide headquarters support personnel for all exercises in which a State Government \

participates on a full scale basis. I Since 1992, the Emergency Response organization has been separate for each site, although some selected headquarters personnel

[hh serve on rosters for multiple sites. The McGuire Emergency Operations Facility staff will participate in all emergency exercises conducted to fulfill the requirements of 10CFR50 Appendix E. The exemption is no longer required.
