Pronosed L* Technical Specification Amendment Ladies and Gentlemen: l By letter dated April 22,1996, Southern Nuclear Operating Company requested a technical  :

L specification amendment to use the L* tubesheet region plugging criterion at Farley Unit 2.

I This amendment request provided the basis for a one cycle L* criterion requested on April 23, 1996. Accompanying the April 22,1996, submittal was report NSD-JLH-6114, "L* Criterion for Farley Unit 2," and Westinghouse letter number NSD-NRC-96-4695. The Westinghouse letter stated that the requirements of 10 CFR 2.790 concerning proprietary and non-proprietary copies and the accompanying affidavit would be met within four weeks.

Report NSD-JLH-6114, Revision 1, "L* Criterion for Farley Unit 2" (Proprietary), and report NSD-JLH-6136, "L* Criterion for Farley Unit 2" (Non-Proprietary), are attached, along with Westinghouse authorization letter CAW-96-960, accompanying affidavit, Proprietary Information Notice, and Copyright Notice. Since report NSD-JLH-6114, Revision 1 contains '

information proprietary to Westinghouse Electric Corporation, it is supported by an affidavit signed by Westinghouse, the owner of the information. The affidavit sets forth the basis on

- which the information may be withheld from public disclosure by the Commission and addresses with specificity the considerations listed in paragraph (b)(4) of Section 2.790 of the Commission's regulations. Accordingly, it is respectfully requested that the information which is proprietary to Westinghouse be withheld from public disclosure in accordance with 10 CFR l Section 2.790 of the Commission's regulations.
