Dear Mr. Crutchfield:

Enclosed is a copy of the final exercise report for the December 13, 1995, full-participation plume

' exposure pathway exercise of the offsite radiological emergency response plans site-specific to the Pilgrim j Nuclear Power Station. The State of Massachusetts, the cities of Carver, Duxbury, Kingston, Marshfield l and Plymouth participated in this exercise. The final exercise report was prepared by the Federal l Emergency Management Agency (FEMA) Region I staff. A copy of this report will be provided to the  ;

j. State of Massachusetts by the FEMA Region I staff.

There were no Deficiencies identified during the December 13, 1995, exercise. There were, however, 28 Areas Requiring Corrective Action identified. The FEMA Region I staff will work with the State of Massachusetts to correct these actions.

4 Based on the results of the December 13, 1995, exercise, the offsite radiological emergency response plans and preparedness for the State of Massachusetts and the affected localjurisdictions, site-specific to the Pilgrim Nuclear Power Station, can be implemented and are adequate to provide reasonable assurance that appropriate measures can be taken offsite to protect the health and safety of the public in the event of a radiological emergency at the site.
