Gentlemen:

The following is an informational summary of fire protection Limiting Condition for Operation (LCO) A2-92-F0570. Unit 1 and 2 are'in Cold Shutdown to support the Unit outages started on April 21, 1992.

On August 23, 1992, fire door 206 on the J0' elevation of the Emergency Diesel Generator Building was declared inoperable because the door was not consistently latching. A fire watch was stationed in the area throughout the LCO period.

This fire door is between the 4160 volt Emergency Switchgear Rooms E3 and E4.

The repair investigation determined that the door was not latching consistently due to broken springs in the panic bar latches. The door latch was physically repaired on August 25, 1992, but the pose mairunance testing required to declare operability was not performed due to the miglacement/mierouting of the work request / job order. A root cause investigation is being conducted to minimize the potential for re-occurrence. The se ven day Technical Specification Fire Barrier Penetrations Limiting condition for Operation (LCO) expired on August 30, 1992, and requires the submission of this Special Report. The LCO was canceled and the door was declared operable at 1750 on September 2, 1992.
