Units 1 and 2) ) AFFIDAVIT OF ROGER E. LINNEMANN, M.D. Roger E. Lin'nemann, M.D., being duly sworn according to law, hereby deposes and states:

1. On April 1, 1985, I visited the Montgomery County.

Hospital in Norristown, Pennsylvania, to evaluate the hospital's plans and preparations for handling radiation exposure cases as well as radioactively contaminated and injured patients.

2. The staff with whom I visited were as follows:
1. Dr. John Devaney, Radiologist and Radiation Safety Officer.
2. Dr. Richard R. Laughlin,. Member of the Disaster Committee.
3. Mr. Robert Hood, Hospital' Administrator for Ancilary Services.
4. .Mrs. Jean Marie Fry, Head Nurse, Emergency Room.

3. Montgomery County Hospital has had plans and procedures for handling radiation injuries, particularly the contaminated / injured patient, for approximately eight to ten years. It is ray opinion that they have an excellent understanding of the nature of radiation, radiation injuries and the handling of contaminat-ed/ injured patients. The hospital Emergency Room also has written plans and a designated area to isolate and treat contaminated / injured patients. They are also capable of providing emergency evaluation and treatment of radiation exposure cases. There are specific supplies and equipment set aside for this type of patient. Monitoring. instrumentation is periodically checked by a member of the Radiation Safety Committee and/or Disaster Committee. One of the instruments is kept in the Emergency Room at all times.
3. Various members of the Emergency Room have had training in radiation and radiation ' injuries. The most recent was provided by the County Medical Society and the Pennsylvania State University in early 1985. Also available to the staff is the FEMA video tape-produced by Oak Ridge Associated Universities in Oak Ridge, l Tennessee on hospital management of the l l

. contaminated / injured patient. This is periodically l shown to the Emergency. - Room staff and also to new members. EI have agreed to make myself available to Montgomery _- County Hospital with regard to any j f

I o improvement of their plans and procedures and to answer any questions.

4. It is my professional opinion that liontgomery County Hospital has adequate facilities, plans, procedures and trained staff to handle contaminated and injured patients as well as those. externally exposed to radiation. A statement of my professional qualifications appears at ff. Tr. 97 . -
