In accordance with Part III, Section 12.C of the Permit, this letter is serving as confirmation of a telephone report of an unauthorized discharge. The discharge is due to a leak in the plant cooling tower basin. The telephone report was made to the State Emergency Response Commission on 1/12/96.

1. The limitation which has been exceeded: Plant circulating water is discharging to the ground at a rate of approximately one gallon per minute through a leaking expansion joint on the cooling tower basin.

This is not the normal flow path'for the water from this system.

2. The extent of the exceedance: Approximately one gallon per minute of plant circulating water is leaking to the ground.
3. The cause of the exceedance: A leaking expansion joint on the cooling tower basin.
4. The period of exceedance: The leak was noted at approximately 2300 on 1/11/96 and is continuing.
5. If uncorrected, the anticipated time the exceedance is expected to continue: The leak cannot be repaired at this time due to safety concerns. The cooling tower basin vill be emptied during a plant outage scheduled to begin January 27, 1996. The leak will be evaluated for repair at that time.
