As a citizen and elected public official in Central Pennsylvania, I aust express my concern regarding the cleanup of Three Mile Island Unit 2 and the possible restart of Unit 1. .

Since the March, 1979 accident, the operation of Three Mile Island, and nuclear power in general, has been a much-debated issue among the citizens who live around TMI. Many opinions have been voiced over the past five years. One stark fact, however, remains. An accident oc-curred, resulting in a dangerous situation for the residents in Central Pennsylvania. Responsibility for this situation lies with the operators of TMI, and not the citizens around it.

If General Public Utilities is to be given authority to operate TMI, it must do so safely and honestly.

In my opinion, four things must occur before Unit 1 is allowed restart:

(1) The Nuclear Regulatory Commission should issue a mandatory cleanup schedule, with realistic and timely goals, which can be enforced by the NRC.

(2) An adequate funding plan should be in p' lace to insure that the funds needed to meet the cleanup schedule will be available when needed.

(3) The NRC must be able to demonstrate to the residents around TMI that the physical plant of Unit 1 is in safe working order.

Until these four goals are met, it is my position that TMI Unit 1 should remain closed. If the Nuclear Regulatory Commission is without Congressional authority to meet the above goals, then the NRC must peti-tion Congress to give it the authority it needs to be a truly Regulatory

-Commission.
