Docket 50-305 Operating License DPR-43 Kewaunee Nuclear Power Plant 1984 Emergency Exercise Objectives In keeping with your request for advance notice of scheduled exercise objec-tives 75 days prior to the exercise date (letter dated January 12, 1982),

please find enclosed a list of objectives for the October 23, 1984 emergency exercise to be held at the Kewaunee Nuclear Power Plant.

This exercise will be a small scale exercise. Participation of the Division of Emergency Government from the State of Wisconsin and the Counties of Kewaunee and Manitowoc will be limited to communication link verification.

.s-OBJECTIVES FOR THE 1984 KEWAUNEE NUCLEAR POWER PLANT EMERGENCY PREPAREDNESS EXERCISE In order to demonstrate the emergency preparedness of the Kewaunee Nuclear Power l l

Plant and the Wisconsin Public Service Corporation, an emergency preparedness ,

exercise will be conducted. The primary objective of the exercise is to demonstrate the ability to implement the Kewaunee Nuclear Power Plant Emergency Plan which has been developed to ensure an adequate level of preparedness and an effective response to emergencies at the Kewaunee Nuclear Power Plant. Specific objectives designed to further define the main objective are as follows:

A. General -

1. Demonstrate that communciations links exist during declared emergencies between the Divisions of Emergency Government from the State of Wisconsin, the Counties of Kewaunee and Manitowoc'and the Kewaunee i

Nuclear Power Plant to the extent of a Site Emergency.

2. Provide for a simulated release of radioactive material into the environment which would require: '

a. Extensive environmental sample gathering.
3. Demonstrate the capability of the emergency organization to respond to I

an emergency during off-normal working hours.

B. Accident Assessment

1. Demonstrate the ability of personnel to recognize an emergency ini-tiating event and properly characterize and classify the emergency f according to the pre-established Emergency Action Levels.

2. Demonstrate that personnel can perform radiological accident assessment and dose projection techniques by using plant monitor
  • readings, environmental data, and meteorological parameters.
3. Demonstrate that environmental monitoring teams can be dispatched and deployed in a timely manner; that communications are adequate; that radiological monitoring equipment is functional; that simu-lated data are accurately obtained and transmitted to appropriate emergency response facilities.
4. Demonstrate proficiency in the assessment of plant conditions and radiological consequences in determining appropriate procedures to be used in response to and recovery from an emergency; demon-strate that results can be effectively used in determining protec-tive action recommendations.

C. Activation of Emergency Response Organization and Facilities

1. Demonstrate familiarity with the emergency response organization and associated responsibilities and duties of plant and corporate personnel.
2. Demonstrate the ability of plant and corporate personnel to activate and staff the emergency response facilities as appro-priate for the existing emergency class and to transfer functional responsibilities to the appropriate emergency response facilities when escalating or de-escalating to a different emergency class.

3. Demonstrate and test the adequacy and effectiveness of emergency ,

response facilitias operations, equipment, and communications l networks.

D. Notification and Communication

1. Demonstrate that plant anJ corporate notifications and alerting can be accomplished in a timely manner and that all initial notification and updating is verified and logged.
2. Demonstrate effective and proper procedures for alerting, noti-fying, and reporting to the federal, state, local, and private organizations.
3. Demonstrate the ability to communicate with monitoring teams, rescue parties, and other emergency response personnel as needed.
4. Demonstrate that messages are transmitted in an accurate and timely manner; that messages are prrperly logged; that status boards are accurately maintained and updated; that appropriate emergency response personnel are briefed and updated.
5. Demonstrate that public la. formation can be coordinated between the Emergency Operations Facility (E0F) and the Joint Public Information Center (JPICh that the JPIC is capable of handling public information releases and public inquiries; that designated public infor-mation personnel are implementing their plans and procedures.

1. Demonstrate the ability to account for and evacuate all or part of the Plant's non-essential staff.
2. Demonstrate the ability to provide adequate radiation protection services, such as personnel dosimetry and personnel monitoring (frisking), and the ability to perform radiological surveys (area and air sampling) of the plant interior and site under emergency conditions.
3. Demonstrate the ability to coordinate a fire fighting operation during the course of a declared emergency.
4. Demonstrate the ability to perform high-level radiation and con-tamination area entries.
5. Demonstrate the ability to decontaminate a contaminated individual.

F. Parallel and Other Actions

1. Demonstrate familiarity with Protective Action Guides (PAGs) and the ability to recommend and take protective actions.
2. Demonstrate proper procedures for emeroency security measures, including control of access / egress and personnel accountability at the plant site.
3. Demonstrate the establishment of recovery operations.
