Dear Mr. Haughney:

Pursuant to 10 CFR 73.771 request advance route approval for irradiated reactor fuel:

Carao

Description:

1) Twenty-five (25) irradiated fuelelements from a D2 O moderated reactor. The fuel is MTR type uranium in aluminum alloy.
2) The cask to be used will either be BMI-1 (ID# USA /5957/B()F) or NAC-LWT (ID#

USA /9225/B(U)F]

Anticipated Schedule

1) There will be three shipments from Atlanta (NNRC) to Savannah River Site (DOE) if the BMI-1 cask is used or one shipment if the NAC-LWT cask is used.
2) The approximate duration of each shipment is less than one day.

Route Information

1) Prospect route: See attachment
2) Road miles by segment. See attachment
3) Two urbanized areas are located on the proposed route, i.e. Atlanta, GA and Augusta, GA.

1) _ The transport vehicle will be guarded by armed Georgia Tech Police while'on the Georgia Institute of Technology campus.
2) The Georgia Public Service Commission will a) Inspect the loaded -truck for safety and compliance with Georgia
, regulations prior to leaving the Georgia Tech Campus.

t b) The Georgia Public Service Commission will provide armed, radiologically trained escort service from the Georgia Tech campus to the Georgia State line on 1-20.

c) The Georgia Department of Natural Resources, Environmental Protection Division will provide radiologically trained and equipped escort service from the Georgia Tech campus to the Georgia State line on 1-20,

! - d) Escort service in the State of South Carolina (37 miles) is being negotiated t

with the South Carolina's govemor's designee in the South Carolina Department of Health and Environmental Control.

! 3) Communication Plans include:

! a. Citizen's Band (CB) or local law enforcement agency radio

communications between the trantport vehicle and escorts and from transport vehicle / escort to local law enforcement agencies.
b. ~ A radiotelephone in the transport vehicle or escort vehicle committeed to .'

i; travel the entire route will make calls to the communications center j (Georgia Tech Police Department) at least every two hours.
