TU Electric welcomes the opportunity to e c on the subject proposed Generic Letter (GL). TU Electric views trL reoposed GL as favorable and agrees that it provides meaningful clarification of the language in 10 CFR ,

50.54 (p) regarding licensee implementation of the process for making changes to Security Plans without prior NRC approval. The discussion and fundamental screening criteria in the GL are appropriate and should assist licensees in implementing those changes as permitted by the regulations.

TU Electric also endorses the NEI comments on this GL and recommends that the GL be published in final form as soon as possible.
