Dear Director,

This is with regard to two things, my 2.206 petition on the Georgia Tech Nuclear Reactor / dumping of radioactive vaste to the sewers / operations under ALARA etc. and also an order the NRC issued on June 16th modifying the Tech Reactor liscense to let them svtg out HEU fuel with LEU .

Has the NRC gone completely nuts, or can't the NRC co-ordinate on what is going on ? GANE has an intervention request / hearing going on against this reactor at Tech to revoke the 11scence and a lot raore besides, and I have a 2.206 petition in front of the NRC (put in prior to the GANE request for their procedure) to shut the whole thing down forever and got everything connected with it out of there and all the contamination cleaned up before the Olympics, yet the NRC seems to be acting as if it is business as usual.

Under 2.4 Fuct Storage, it appears that the NRC will allow the Tech Reactor to store the HEU fuel on site too. Furthermore, in my Feb. 21st 1995 letter to the NRC3 under point 15, among other things I pointed out)that in connection with the HEU/ LEU situation that not only was the vorst case anc accident scenario considered incredible, they wouldn't enalyze it; and that in the cec

-tion on the fuel changes from one type of deadly nuclear fuel to another, it con-sisted mainly of Argonne National Labs revi%ing reports and doing coaparisons with similar reactors and lots of paperwork going back and forth, but they did not have the DATA from the analysis of the HEU core, so they just tossed in a few uncertainty factors and invented the coolant flow, and the appendix talked about engineering uncertainty factors on three serious safety issues.

Anyone who reads my 2.206 petition will realize that it is the height of stupidity, let alone irresponsible, to let that reactor continue to operate, let alone do the moonvalk with LEU and HEU. I do not have the money, the time, the resources to hire a bunch of high priced lawyers to do the quadrille with the NRC as GANE is currently undergoing with their 2.714, which from j what I can make out is what one vould have to file against this grder, but the Order should not have been issued at all and therefore, I regtitLJt that for everyone to understand & it should not have been issued, I vould like this letter, plus every other letter I have written to the NRC under my 2.206 to be entered into the record and the Federal Register in response to this Order., as that would be my basic response. There are o a lot of letters. Anything that got filed under the Georgia Tech Reactor file y from me, and anything that is under my 2.206 should all be entered under my 2.206 N o c. AND it should get listed as a response to this Order please.

$8 I heard th-at because of all th e fuss and issues I (and GANE) have Q raised about this dump of a reactor, that Georgia Tech may now be coyly saying that they vould not bring in the LEU fuel until after the Olympics, but it should not M happen then either.
