Thermal Stratification  !

Technical Specifications Revision Reauest in ITS Format .

Gentlemen-By letter dataxi October 13,1994, Georgia Power Company (GPC) submitted a Technical Specifications revision request regarding changes to minimize thermal stratification events.

The letter specified that pages in the Improved Technical Specifications (ITS) format would be submitted prior to ITS implementation. The format changes are enclosed.

The October submittal proposed two changes: 1) lower the anticipated transient withc st scram - recirculation pump trip (ATWS-RPT) low water level trip setpoint, and 2) provide an alternate method for determining the temperature differential between the bottom head drain and the reactor steam dome. The alternate method of determining the temperature differential allows restart of the recirculation pumps when direct measurement of the temperature differential is not available.

The ATWS-RPT low level trip change is not revised, accordingly, thejustification for the I proposed change and the 10 CFR 50.92 evaluation included in the October submittal are  !

still valid.  !

The alternate method of determining the above referenced temperature differential is information that is typically contained in the ITS Bases rather than in the Specifications. -!

Therefore, GPC has decided not to revise ITS SR 3.4.9.3. Instead, the alternate method  !

will be described in Bases section B 3.4.9. These Bases pages are included in this submittal for yourinformation. l Enclosure 1 contains the insertion instructions for the revised Technical Specifications I
