Dear Mr. Yost:

, 4 In accordance with the agreement of January 6,1982 'between the State of Ohio, Division of Boiler Inspection, and the Cincinnati Gas & Electric Company, the National Board Audit Team has continued its audit and surveillance activities at the Zimmer, Nuclear Power Plant, Moscow, Ohio.

This is Interim Report No. 16 and covers the National Board Audit Team's activities at the Zimmer Nuclear Power Plant from October 1, 1983 through October 31, 1983.

1.0 INTRODUCTION

1.1 Charles W. Allison, Michael F. Sullivan, Robert P. Holt, and Ronald J. Scott were the National Board Audit Team member participants on various dates during this period. There were no reportable findings during this period. However, i

the National Board Audit Team is recommending closure of one finding, i.e., Task No. NBT CGSE Takeover of Partial Piping Systems. Please refer to Item 2.1 of this report.

1.2 The National Board Audit Team continues the bi-weekly meetings with CG&E and ifJK management personnel to review the " status summary of the National Board Tasks" to improve interfaces and expedite resolution of findings required to allow the National Board Audit Team to close out previously identified findings and concerns.

O O Page 2 Interim Report No. 16 November 9, 1983 1.3 The National Board Audit Team continued to review corrective action documentation as presented to them in anticipation of

- closing NBT findings, provided that all requested documen-tation is made available for review and that corrective action is in accordance with the agreed-to proposed dis-position and Code requirements as applicable.

1.4 The National Board Audit Team continues their surveillance of the ASME Code related activities of the Owner (CG&E) and the ASME Certificate Holder (HJK) on behalf,of the Enforce-ment Agency (the State of Ohio) to assure compliar ce with the legal requirements of the State of Ohio and the state-adopted ASME Boiler and Pressure Vessel Code. This is in accordance with the previously referenced agreement of January 6, 1982 and the acknowledgement of this agreement

  • by the concerned parties (CG&E, the State of Ohio and the National Board of Boiler and Pressure Vessel Inspectors) in the National Board office in Columbus, Ohio on May 20, 1983.

2.0 CINCINNATI CAS & ELECTRIC COMPANY (CG&E) 2.1 CG&E Takeover of Partial Piping Systems - Task No. NBT-4 (Interim Report No. 1, Item 2.4).

2.1.1 CG&E has issued a policy statement to assure Code compliance during the takeover of partially com-pleted piping systems and subsequent repairs or modification of these systems by the responsible Certificate Holder. Henry J. Kaiser (HJK), who has administrative control of piping systems prior to completion of the N-5 data report, has written procedures to asaure compliance with ASME Section III. In view of this corrective action, the National Board recommends closure of this item, Task No. NBT-4.

2.2 The National Board Audit Team cor.tinued to monitor the develop-ment of the Computerized Weld Information System (CWIS), includ-ing a proposal to develop a Data Base Management System (DBM) for the tracking and statusing of the CWIS output. In addition, activities of the OPP 9.2 Task "B" Group responsible for dis-positioning deficiencies to site Historical Weld Procedures are being monitored. Continued surveillance of all welding reconfirmation programs related to ASME piping systems is most important since it impacts directly on completion of this plant in accordance with the State of Ohio requirements and ASME Section III.

  • 3.1 Data Reports for Piping Subassemblies - Task No. NBT-26  :

(Interim Report No. 13, Item 3.1) 3.1.1 The Natic.3al Board Audit Team attended a meeting called by HJK to discuss HJK's plans to complete NPP-1 data repcres from HJK ISK's for piping subassemblies and  !

the writing of procedures establishing boundaries, the packaging of documentation, and walkdown cf the piping systems to support the NPP-l's. The National Board Audit Team shall review these procedures for ASME Code compatibility and monitor the activity to assure com-pliance with the State of Ohio and ASME Section III requirements.

SUMMARY

The National Board Audit Team is continuing its surveillance and monitoring of programs, including those in CG&E's proposed Course of Action, Volumes I and II, and shall audit all corrective action related to ASME construction and the disposition of previously identified findings.

l The National Board Audit Team appreciates the Cincinnati Cas & Electric Company's i response to the State of Ohio and National Board concerns relative to the com- 2 pletion of the Zimmer plant in accordance with the Nuclear Regulatory Commission j and State of Ohio requirements.

f As in the past, the National Board Audit Team shall only recommend the closure of findings when they have performed audits that assure compliance with the State of Ohio, the U.S. Nuclear Regulatory Commission, and ASME requirements.
