-TT Attention: Mr. J.G. Keppler Regional Administrator Gentlemen:

RE: WM. H. ZIMMER NUCLEAR POWER STATION - UNIT 1 NRC REVIEW OF TRAINING ACTIVITIES W.O. 57300, JOB E-5590, FILE NO. 956C, In your letter dated October 28, 1983 which contained-questions and comments on CG&E's Course of Action, you indicated that CG&E should include an NRC hold point on training activities. In response to this comment, CG&E committed to provide Region III with a copy of the Zimmer Site Directives and the Master Training Plan for all site training. CG&E also committed to invite NRC attendance at training sessions and to provide copies of certification exams, where required by governing codes or standards.

In your letter dated December 16, 1983 to Mr. W.H. Dickhoner which contained responses to comments provided by interested persons, NRC Response 6 (page 4) states that, "NRC inspectors will review the licensee's plans and preparations for training on the PVOC and CCP before allowing the training to begin," and that, "(t)he NRC will also monitor, on a sampling basis, the training as it is being given and the examinations given at the conclusion of training."

In order to ensure that there is no misunderstanding as to how we have been conducting and are continuing with the training activities, this letter will summarize our current practices in this area. As lesson plans are developed for training at the site, copies are providea to the NRC Resident Site Supervisor for review. He is also informed of the schedule for the training activities should there be interest in attending. In some cases, training activities are starting before a response is received from the NRC indicating " approval" of the lesson plans provided.

This is done with the understanding that if, for some reason, the 8401300129 840119 064 PDR ADOCK 05000358 V 'dbN 2 5 PDR g 4p,0 \

Mr. J.G. Keppler Regional Administrator January 19, 1984 LOZ-83-0262 Page 2 lesson plan or the classroom presentation is-found to be deficient, then we would be obligated to retrain those persons who had been given training in the interim.

We will also keep Mr. Hill informed of our training activities by providing him a copy of the site directive on Indoctrination and Training (ZPM-TR.101) and the Master Training Plan. Because of the sensitive nature of certification exams required by governing codes or standards, we will welcome review of these documents in our training offices by-NRC representatives. .

If you should have any questions er require any additional information.regarding this matter, please do not hesitate to contact me. We would appreciate your written concurrence with the above outlined approval.

Very truly yours, THE CINCINNATI GAS & ELSCTRIC COMPANY By -
