The Swatara Township Board of Commissioners is urging the Appeal Board of the Nuclear Regulatory Commission to postpone its decision on the restarting of its Three Mile Island Unit I, and to reopen the record to review the issues bearing upon the management competence and integrity of General Public Utilities (GPU) and that hearings should be held on these issues, so that all doubts about the e nac ent, integrity, and competence are fully resolved.- - +

The Public around the Three Mile Island area should therefore, be fully protected and it is the Swatara Township Commissioners' view that the Three Mile Island Unit I should not be restarted.

On February 1h, 1980, the Swatara Township Board of Commissioners passed a Resolution opposing the restart of Unit I, and on November 8, 1982, a letter had been directed to the Nuclear Regulatory Commission Commissioners by Dominick J. Costanza, Director of the Swatara Township Emergency Management Agency on the impossibility of the evacuation for Three Mile Island. Again, on May 18, 1982, 2,h27 constituents of Swatara Township voted no, an almost h to 1 vote, against the restart of Unit I.

We urge you to consider the rights of the people living in the area as the issues stated above arevery important to these people and we ask that the Nuclear ,

Regulatory Commission show respect for the wishes of the citizens and order that Unit I at Three le Island shall not*be permitted to restart.
