Ladies and Gentlemen:

The Long Island Power Authority (LIPA) is pleased to inform the Commission of the near-term completion of the decommissioning of Shoreham Nuclear Power Station (SNPS), and hereby respectfully requests the Commission's support in achieving a timely termination of facility possession-only license no. NPF-82.

In accordance with 10 CFR 50.82, the original request for termination of the SNPS NRC license was provided to the Commission in Reference 1) by the Long Island Lighting Company (LILCO), then owner and licensee of SNPS. The LILCO license termination request referenced LIPA's proposed Decommissioning Plan for SNPS (Ref.

2), which was subsequently approved, as supplemented, by the NRC Staff (see Ref.

3) following the transfer of the SNPS NRC license to LIPA. These actions set the stage for the decommissioning of SNPS.

Allirradiated fuel has been permanently removed from the SNPS site, and all physical decommissioning activities (i.e., decontamination and dismantlement) have been completed in accordance with the approved Decommissioning Plan and with subsequently approved changes thereto. Recognizing that the final termination surveys and the subsequent NRC confirmatory surveys held the key to license termination, LIPA developed a phased approach to achieve an efficient and timely completion of these activities. LIPA is now in the process of conducting the fourth and final phase of our extensive termination survey program, which has been designed to demonstrate that the facility meets the criteria of LIPA's NRC-approved Termination Survey Plan and is therefore suitable for release for unrestricted use.

Our schedule for submitting the Phase 4 Final Termination Survey Report to the NRC Staff is October 1,1994. The reports for phases 1, 2 and 3 were submitted in September 1993, February 1994 and June 1994. We understand that the NRC will perform a confirmatory survey of the Phase 4 areas and equipment sometime after the receipt of our Phase 4 report. (Phase 1 confirmatory surveys were performed in November 1993, and the confirmatory surveys for Phases 2 and 3 are scheduled for late August 1994). Assuming the satisfactory outcome of NRC's confirmatory surveys (which LIPA fully expects to be the case), these are, to the best of LIPA's l knowledge, the only outstanding actions and/or information needed by the NRC to i permit termination of the SNPS NRC license. Based on the significant progress made to date and the projected schedule for the remaining activities, it is LIPA's understanding that our goal of license termination in January 1995 is achievable.

Please advise us if this is contrary to the Commission's understanding. LIPA is prepared to provide any additional support that may be required in order that the license may be terminated as expeditiously as possible. We greatly appreciate the efforts and cooperation of the NRC staff to date in support of the decommissioning project, and we look forward to its successful and timely conclusion.
