UFON SEPfdi?IOJ M C ??A I2 TT TITESU G In accordance with 10CFR50.4, enclosed is the original plus three copies (Copy Nos.1-4) of Revision 29 to the Arkansas Nuclear One (ANO) Industrial Security Plan (ISP).

Copies 5 and 6 are submitted concurrently to NRC Region IV. The primary reason for this revision is to rework Section 8, "Special Security Measures During Refueling, Major

  • Maintenance or Construction Operations," to add guidance regarding.the devitalization and revitalization of vital equipment during refueling outages, include. provisions for allowing temporary alterations to the protected area to accommodate major construction projects and delete obsolete and/or redundant material.

Section 7, " Response to Security Contingencies," is revised to combine' referenced contingency procedures into a single source document. In addition, a paragraph has been added to Section 7 which describes decisions and actions of the security force in response to a security event involving surface vehicle-carried bombs.

Section 3.1.5.2.2 is reworded to define a Non-Licensee Designated Vehicle (NDV) and to clarify the relationship between NDVs and the vehicle escort guidelines provided in NUREG-0908, section 5.4.2, Revision 1, dated May 1985.

LOther revisions consist of rewording as a result of the changes made to Section 8, minor .

rewording for clarity, and corrections or changes to drawings or tables. A detailed description of changes is included in Attachment 1.

changes do not decrease the safeguards efTectiveness of the plan and, therefore, have been implemented without prior NRC approval.

The attached material describes current and proposed security measures; therefore, Entergy Operations has determined that the attached documentation contains safeguards information as specified by 10CFR73.21. The attached documentation should be handled accordingly.
