Baltimore Gas and Electric Company hereby requests an Amendment for Operating Licenses DPR-53 and DPR-69, for Calvert Cliffs Nos. I and 2 respectfully, with the submittal of the enclosed proposed change to the Calvert Cliffs Security Plan Revision 10.
PROPOSED CilANGE Incorporate Appendix 4 - to the Calvert Cliffs Security Plan to allow for
- devitalization of vital areas during cold outages.
I DISCUSSION AND JUSTIFICATION
! The changes, as outlined in the Security Plan, would be effective during outage 4 periods for either Unit 1 or Unit 2. The changes would enhance the ability to make needed safety changes with relaxed security requirements in those areas where the l potential for sabotage is low. While in a shutdown mode, pr otection of certain vital
! areas are much less important because a sabotage attempt would not pose an immediate
- danger to the health or safety of the public.
The appendix is considered Safeguards Information and must be protected under the 10CFR73.21 requirements.
