l Gentlemen:

By this correspondence, the Long Island Lighting Company (LILCO) revises its request to amend Facility Operating License NPF-82, as identified by SNRC-1664 (reference 1), by proviaing a revised set of defueled technical specifications. This revised set l incorporates the agreements reached with the NRC Staff at the August 2, 1990 meeting and subsequent discussions with Messrs.

  • Brown and Miller.

SNRC-1664 forwarded LILCO's request to amend Facility Operating License NPF-82 to create a Defueled Facility Operating License.

The regulatory and technical bases for LILCO's request were provided in the attached documents to SNRC-1664, attachment 2 of l which contained a draft of the Shoreham Nuclear Power Station (SNPS) Technical Specifications, revised to reflect the current defueled status of the plant. LILCO proposed to amend the tq,c)gi al specifications to establish a set of Limiting C R)dy ~ As for Fuel Handling and to eliminate all c:her existing Limiting Conditions for Operations and the Safety Limits section 28P P

The Commission's letter;of June 27, 1990 (reference 2) provided the Staff's initial review of our request and provided the Staff's comments on-the propos04 technical specifications.

Subsequently, on August 2, 1990 LILCO met with the Staff to discuss the Staff's commente,-resolvo outstanding concerns, and to prepare final Defueled Technical Specifications. Again, as a

' result of that meeting and subsequent discussions, attached to this letter is LILCO's proposed-revision to Shoreham's Technical Specifications to replace those provided in reference (1).
