APPLICATION FOR AMENDMENT TO OPERATING LICENSE The New York Power Authority requests an amendment to the Technical Specifications contained in Appendix A to Facility Operating License DPR-59 for the James A. FitzPatrick Nuclear Power Plant. This application is filed in accordance with Section 10 CFR 50.90 of the Nuclear Regulatory Commission's regulation.
This application for an amenoment to the James A. FitzPatrick Technical Specifications revises Technical Specification Table 4.2-2 " Minimum Test and Calibration Frequency for Core and Containment Cooling Systems" to remove a testing requirement for the Containment Cooling Subsystem.
Technical Specification Table 4.2-2, note 9 requires calibration of time delay relays and timers in the logic system functional test for the Containment Cooling Subsystem. The Containment Cooling Subsystem is manually initiated to remove heat from the containment in the event of testing, transients or accidents that add heat to the containment. It does not contain '
time delay relays or timers. The proposed change will remove this unnecessary test requirement.
The proposed change to the Technical Specifications is Attachment I to this Application for Amendment to the Operating License. The Safety Evaluation for the proposed change is included as Attachment II. A markup of the affected Technical Specification pages is included as Attachment ill.
