Dear Sir:

Reference 1 requested temporary relief from the requirements of the James A.  ! FitzPatrick Technical Specifications to avoid the potential for a premature plant shutdown. 'l The Authority requested that this amendmcnt application be processed _on an exigent basis j under the provisions of 10 CFR 50.91(a)(6), since insufficient time existed to provide for a 30 day public comment period. l 1 a The Authority has discussed this submittal with the NRC staff and understands that the f ' time period for processing an exigent amendment application has since expired. In . accordance with 10 CFR 50.91(a)(5), the Authority requests that the proposed changes transmitted in Reference 1 be processed on an emergency basis. Approval of this amendment application is required no later than February 25,1990 to - l avoid the potential for a premature plant shutdown. l Should you or your staff have any questions regarding the proposed changes, please i contact Ms. S.
