Reference:

1) ULNRC-2014, Dated June 9, 1989 Furnished herewith for your review and approval is a copy of updated pages which constitute Revision 13 of the callaway Plant Operating. Quality Assurance Manual (OQAM). Pursuant to the requirements of 10CFR50.54(a) and 10CFR50.71(e) (3) (i) , the OQAM has been revised to incorporate changes to the Operating Quality Assurance Program (OOAP) description made since the last docketed revision' transmitted by Reference 1.

In addition to the OQAM, Revision 13 updated pages, please find enclosed one copy each of the following:

^1. -OQAM (Revision 13) mark-up, identifying changes through the use of inserts and strikeovers.

2. Explanations and justifications for changes to the OQAM.

4 The changes have been evaluated by Union Electric and, with one

-exception, are not considered reductions in the OQAM commitments previously accepted by the NRC. The exception (identified as item 9 of Attachment 3) is considered a justified lessening of OOAM commitments which requires NRC approval prior to implemerc tation. The revised OQAM continues to satisfy the requiremento of.10CFR50, Appendix D.
