Jamoa A. FitzPatrick Nuclear Power Plant Docket No. 50-333 Proposed Changes to the Technical Specifications Regarding Containment isolation Valves in the Residual Heat Removal (RHR) and Core Spray Keep-Full Systems (JPTS 9N)01)

Dear Sir:

1 This application for an amendment to the James A. FitzPatrick Technical Specifications updates Tables 3.71 (* Primary Containment Isolation Valves

  • on page 206c) and 4.7 2 (' Exception to Type C Tests" on page 213) to reflect the Containment isolation Valves (CIVs) in the RHR and Core Spray keep full systems. Four containment isolation valves are added to the table of primary containment isolation valves, Table 3.71. In addition, these same four valves are also added to table of Exceptions To Type C Tests, Table 4.7 2. Both keep-full systems are designed to maintain system piping filled with water thereby reducing the potential for water hammer and increasing the overall system reliability.

The minimum flow discharge lines associated with these keep-full systems are discharged into the suppression pool below the water line. Check valves are used to isolate these lines since they are in accordance with the FitzPatrick original design basis, where it is acceptable to use check valves to isolate lines that are submerged below the torus water level, it is not necessary to conduct a Type C leak test on these lines since the piping inside containment is sealed with fluid from a seal system (torus water).

The RHR keep full system will be installed during the 1990 refueling outage and will not be declared operational until this proposed Technical Specification change has been issued by the NRC staff Until then, the RHR keep full minimum flow discharge I lines will remain isolated and active equipment will be de energized P
