Gentlemen:

Enclosed is an application for an amendment to the Davis-Besse Nuclear Power -

Station (DBNPS), Unit Number 1 Operating License Number NPP-3, Appendix A,

, Technical Specifications to reflect the change attached. The proposed change-

' involves Technical Specification (TS) 3/4.6.4.1, combustible Gas control -

Hydrogen Analyzers.

This request proposes adding an additional Action statemer.: which would @;;y when both hydrogen analyzers are inoperable and allov 72 hours8.333333e-4 days <br />0.02 hours <br />1.190476e-4 weeks <br />2.7396e-5 months <br /> to return a of the two inoperable hydrogen analyzers to operable status or be-in at least hot-standby within the next 6 hours6.944444e-5 days <br />0.00167 hours <br />9.920635e-6 weeks <br />2.283e-6 months <br />. Specification does not apply, i.e., Hode 3~(hot standby). This request is

. consistent with-the Nuclear Regulatory Commission's guidance, Generic Letter.

L Number 83-37, dated November 1, 1983, NUREG-0737 Technical Specifications, item II.F.1.6, which, in the situation of both hydrogen analyzers being inoperable allows for 72 hours8.333333e-4 days <br />0.02 hours <br />1.190476e-4 weeks <br />2.7396e-5 months <br /> to repair one of the analyzers prior to having to. shut down the plant.

This' request resulted from Toledo Edison's Technical Specification Verification Program - Phase II commitment to the Nuclear Regulatory Commission (NRC) to perform a review of its Technical Specifications and propose appropriate changes. Toledo Edison requests that this amendment be issued by the NRC by December 4, 1990, thereby revising a Limiting condition L for Operation which could cause an unnecessary shutdown of the plant.
