This letter documents the status of the_ evaluations committed to.

be performed by Reference,1.regarding'theiIEB 79-14 program-for, j

j the Poitt-Beach Nuclear Plant. Each item below is numbared in,a-01 manner consistent with the order of the commitments in

~

I Reference 1.' i

1. Additional sampling of fifty piping support ~ calculations-was a performed in 1989 and the results were presanted to the NRC

' (

in Reference 2.

2. The modification of the four integral 1 welded-attachment (IWA)' piping supports is being implemented. The two q-supports identified as.part of the Unitt1 systems have been  !

modifled-during the current. Unit ~1 refueling outage,-and the- '

two piping -supports associated with Ur.it 2~ will be modified _ _ 7 during the Unit 2 refueling outage thisifall.- This' revised 1 schedule was discussed with Mr. Gavula of your' office'on' December 4, 1989 and supersedes the-original schedule 1 proposed in Reference l'. l  !

'3 . Review of the remaining integral welded attachment (IWA) calculations that Bechtel had performed-as part of the original IEB 79-14 project was completed in February,.1990.

As a result ~of the re-calculations only one. additional' support required modification to meet applicable Code allowabies,.although operability allowables were met.- This support (CH-151-4-H50)-was-modified during the Unit 1  ;

refueling outage-and now is in Code' compliance. Another IWA i anchor.is currently being reanalyzed'as part ofLIEB 88-08  ;

work. This support,-a pressurizer spray line anchor  ;

1" (RC-2501R-1-2A4) which has'been determined to be operable-with the current design 1oads,31s' undergoing further 1

detailed analysis to determine whether-it.can:moet. existing Code allowables.

The total population of IWA supports evaluated for the effects of localized stresses is 49, including-the IWA supports previously reported. Five of these 49 were required to be modified. Additionally, 48 IWA supports-were-evaluated as a result of the reanalysis of the.RHR systems ,

outside containment. Due to significant load l increases, 3 '

of these IWA supports required modification. SevenLIWA supports were evaluated as.a result of'the1 reconciliation-of 'a the as-found piping-identified in item 4, below. No modifications were. required as a result of these evaluations.- In summary, a total of 100 IWA calculations were created as part of the IEB;79 ~.4 closecut effort resulting in no operability allowable violations and 8 piping support modifications.

4. Walkdown of the fifteen. additional piping subsystems were L

! completed by November 30,1990, as committed to in.

Reference 1. The discrepancies between the. current walkdowns and the.as-built analyses required reconciliation cniculations'and.3 new piping subsystem analyses. 'As a i result of these reanalyses, 48 piping support loads were increased. These load increases resulted in 41 calculations l and 7 documented evaluations. Those supports that did not meet Code compliance with the new' loads.were evaluated for.

operability and were shown to meet operability limits. The 10 supports associated with Unit 1 were modified during the Unit'l refueling outage, and the 2 supports asecciated with Unit 2 will be modified this fall.

5. The-Justification for Continued' Operation (JCO)' criteria- 1 for Major "As-built" Discrepancies ir. Safety Related Piping l' Systern was submitted for review and concurrence by. 1 Reference 3 in August, 1989, as originally committed'to by Reference 1.' -NRC concurrence was obtained in November, 1 1989.

.The results of the evaluations, calculations and resnalyses are.

currently being finalized and summarized at this-time. Wisconsin ]

Electric. proposes to meet'with Region III during'the week of June j

18, 1990 or the week of. July'16, 1990 to present the complete

, results of these programs.. 1; Please advise us of a'date that-would be acceptable for you. We expect the meeting to last approximately 2-3 hours.
