Dear Mr. Ebneter:

This letter submits the May 4,1994 update to the Carolina Power & Light Company

" Brunswick Nuclear Plant Three Year Business Plan." The plan was previously submitted in a December 31,1993 letter (BSEP 93-0222). This update to the plan reflects accomplishments through March 31,1994 and documents the current status of BNP Three Year Business Plan initiatives and projects. Attached as Enclosure 1 ir. 3 summary covering the update of the BNP Three Year Business Plan.

BNP management has established controlled processes to update the BNP Three Year Business Plan to assure emergent issues are addressed and integrated with plan implementation. This facilitates continued focus on improving overall plant operations to achieve "world-class" performance with balanced consideration of plar,t safety, reliability, and economics. In an April 19,1994 letter (BSEP 94-0142), changes to regulatory commitments, associated with Category 1 Projects in the BNP Three Year Business Plan, resulting from this plan update were discussed.

The enclosed updated BNP Three Year Business Plan documents in more detail the accornplishments to date, the continuing improvement activities, and the changes to initiatives and projects, along with the associated justification. We will provide you with continued updates on the status of the BNP Three Year Business Plan during quarterly-NRC/CP&L management meetings, ma2 ,

SUMMARY

OF UPDATE OF BNP THREE YEAR BUSINESS PLAN Introduction The BNP Three Year Business Plan consists of improvement initiatives and projects which support BNP's objective of continuously improving performance to achieve "world-class" results.

in December,1992, BNP established the BNP Three-Year Plan to support achievement of "world-class" performance. In December,1993, the BNP Three Year Business Plan was updated to ensure alignment with the budget process, more accurately reflect the strategic plan, and eliminate ambiguity of regulatory commitments, as well as facilitating management of emergent issues, outage schedule changes, and ongoing management involvement in plan implementation.

Controlled processes have been implemented to ensure that any changes to the BNP Three Year Business Plan are carefully evaluated based on a balanced consideration of plant p safety, reliability, and economics.- Additions, deletions, and changes to plan initiatives are d approved by the Vice-President BNP, in accordance with the guidance established under Initiative TY102, BNP Integrated Scheduling and Three Year Plan Administration.

Management oversight of the projects reflected in the BNP Three Year Business Plan is provided by the Plant Review Group (PRG). The PRG is chaired by the Plant General Managers and includes management from key site functions. .The PRG reviews projects in accordance with the CP&L Nuclear Generation Group Guideline for Three-Phase Project -

Evaluation and Authorization. Each project has a study, design, and implementation phase, and PRG review and concurrence must be obtained prior to implementation of each phase. This process ensures ongoing assessment of the relative safety significance of existing and emerging issues, project scope changes, priorities, schedules, and costs.

Plan Accomplishments As previously noted, the BNP Three Year Business Plan consists of improvement initiatives and projects that support the Brunswick Plant's objective of continuous improvement.

Botn initiatives and project accomplishments are being updated herein. ,

This update of the BNP Three Year Business Plan documents initiative accomplishments through March 31,1994. BNP Three Year Business Plan initiative implementation has resulted in improvements in the areas of planning, scheduling, and commitment achievement; human performance; work processes; communications; system reliability; and material condition. These enhancements have resulted in maintenance backlog O

reductions and improved material condition in both Unit 1 and Unit 2 as well as the smooth and successful restart and successful operation of both units.-

Since the December,1993 BNP Three Year Business Plan update, twenty-one (21) projects have been completed. Completed projects include Unit 1 digital feedwater control installation, process computer replacement, reactor water _ level instrumentation improvement, and service water system and circulating water intake structure material condition upgrade. Hardened wetwell vent and service water booster pump improvements '

have been completed on both units.

Significant projects have also been added to the plan, including the core shroud inspection / repair, jet pump beam replacement, and reactor water level reference leg backfill capability modification. These projects have been completed on Unit 1 and are ongoing on Unit 2. .

Plan Status This plan update documents the current status of the initiatives and projects which comprise the BNP Three Year Business Plan. Changes to initiatives and projects resulting from BNP management review, along with the associated change justifications, are ~!

documented in the plan. -

Twenty (20) of the forty (40) initiatives identified in the original BNP Three-Year Plan are ongoing. Seven (7) initiatives were task complete in 1993. Nineteen (19) new projects i have been added to the plan. Thirteen (13) initiatives have been superseded and deleted by other projects and work processes which are achieving the desired improvements.

Conclusion BNP Three Year Business Plan implementation continues to be managed to ensure that improvement trends continue. Plan implementation continues to be result (not activity) ~

driven, focusing on improving methods and supporting plant priorMes. The BNP Three Year Business Plan directly supports accomplishment of the Brunswick Nuclear Plant's mission to make electricity in a safe, reliable, economic, and environmentally sound manner.
