LICENSEES' PROPOSED SCHEDULE FOR QUESTION ONE TESTIMONY The Power Authority of the State of New York and Consolidated Edison Company of New York, Inc., believe.that presentation of Question One testimony should be organized by substantive issues and Board Questions, where possible.

With approximately 40 witnesses testifying on Question One,1 an issue by issue presentation by all parties would promote understanding of the complex issues to be discussed, increase efficiency through sequential cross examination of t

l all witnesses on an issue, and provide the Board a better opportunity to pace the proceeding. Accordingly, the licensees propose the sequencing of witnesses as set forth below.

The Board should not limit cross examination if prejudice to any party would result. However, primarily in light of the parties' experience with cross examination of Question Two witnesses, licensees submit that careful monitoring of the length of cross examination for each panel for this part of the proceeding is appropriate to ensure completion of the hearing on Question One according to the Board's schedule. Length of cross examination is indicated parenthetically next to each party's witnesses:
