During normal operations, water was discovered leaking from the 3B Recirc pump. An orderly load reduction was conumenced to isolate the 3B Recire pump. All leakage was contained inside the drywell and directed to the drywell floor drain system. The drywell sump pumps indicated about e 41.5 GPM leakage into the primary containment compared to a Tech. Spec.

limit of 5 GPM. Therefore, a Generating Station Emergency Plan unusual event was declared. This condition was terminated after the recire pump was successfully isolated and a subsequent leakage check showed total leakage to be about 4 GPM.

The unit was manually shut down and the 3B Recire pump seais were removed and replaced with new seals. An investigation into this particular recire pump seal failure is being conducted and upon discovery of the nature of the problem, a supplemental LER will be submitted.

A load drop of 200 MWe/hr began at 2320 to allow isolation of 3B R/C pump to stop leakage. At approximately 2400, total D/W leakage was calculated to be greater than 25 GPM (41.5 GPM). A GSEP un-usual event was declared and notifications made at 0014 on 10/28/82. "B" loop was isola-ted at approximately 0130. Several sump discharge measurements were made to determine the leakage after the loop was isolated.
