License Amendment Request (Supplemental) - Nuclear Radiation/Science Center Name Change and Removal of Primary Coolant pH Specification To Whom It May Concern :

The purpose of this letter is to clarify a change requested in the Technical Specifications page 61, Figure 6.1 (ML19273A942) that was not identified in the transmittal letter (ML19273A941 ).

The change requested details changes to figure 6.1 in the facility organization and should have included a safety basis and justification for the designation of "Level 4" with Reactor Operating Staff (Health Physics and Reactor Operations).

Justification: The proposed change is requested , as submitted in ML19273A942, to indicate a level 4 designation to the reactor operating staff in the facility organization structure.

Safety Basis: The intent of the change is to al ign with ANSI 15.4 (2016) organization chart for level 4 individuals as denoting a significant functional level in the facility organ ization.
