Proposed Technical Specification

Dear Mr. Denton:

Section 7.2.2.2 of the Safety Evaluation Reports (SER) for Callaway Plant and Wolf Creek Generating Station discusses a proposed techni-cal specification requirement to verify at each refueling, that the magnitude of the flow rate in the reactor coolant system RTD bypass loops is within required limits. Based on the following information, the SNUPPS Utilities do not believe that this requirement is neces-sary.

The RTD bypass loop flowrate is directly monitored by flow indicat-ing switches which provide individual RTD loop alarms in the control room if a low flowrate condition develops. Also, as discussed in Section 7.2.2.3.2 of the SNUPPS FSAR, other indications and alarms are available in the control room to provide warning of a low flow-rate condition in an RTD loop. In addition, the referenced letter provided further information to the NRC to demonstrate that a tech-nical specification requirement is not necessary. Finally, the SNUPPS Utilities plan to perfonn periodic calibrations of the RTD bypass loop flow indicating switches to assure that flowrates are maintained above the required limits. Calibration of the flow indicating switches will be perfonaed at least once per 18 months.
