APPLICANTS' NOTIFICATION CONCERNING PRA STATUS At the May 13, 1983 Prehearing Meeting, Judge Linenberger inquired as to the status of and potential interest to the Board of the so-called " Phase 1" Probabilistic Risk Assessment (PRA) report for CRERP. (TR: 7268-70). This is to provide further notification to the Board concerning PRA status.

The Phase I report has not been submitted to the NRC Staff for review on the CRBRP docket. The undersigned counsel have been advised by the DOE CRBRP Project Office that the Phase I report reflects the following considerations:

a. The development of the Probabilistic Risk Assessment (PRA) starts with the modeling of plant design. In most cases the amount of detail included in the model is a matter of judgment at the early stages, and is later cenfirmed or adjusted by an iterative process of testing each assumption made as to its importance to the overall conclusions.

b. The Phase I effort, based on the CRBRP design as of February 1982, had not progressed through the iterative process described above when the contractor was instructed to stop and document the work to date. The Phase I Report is the resulting document. It is only a partially complete initial effort which cannot be used to reach valid conclusions.
c. The Phase I - Phase II division was made for contractual and management reasons, not technical reasons. As the Project continued to interact with the NRC Staff on what the PRA should contain, the scope of effort expanded to the point where the Project felt it necessary to repackage the job and go out for competitive bids. This also necessitated the preparation of a document recording work done to that point in time, the Phase I Report.

The PRA for CRBRP is now scheduled for completion in late 1984. The status of the Phase I work and the " Phase II" plan for completion of the PRA is described in a May 6, 1983 report by Technology for Energy Corporation, the contractor to whom the competitive bid was awarded. The PRA will be submitted to the NRC Staff for formal review.

The Applicants believe that the results of the Phase I Report are not of significance to these proceedings.

At the same time, Applicants believe that the board should be notified concerning the status of the PRA, and make its own assessment as to significance.

-3 Accordingly, the Applicants hereby serve on each member of the Board, Intervenors, and the NRC Staff, copies of the Phase I Report (consisting of a main report and seven appendices), and the above-mentioned Technology for Energy Corporation May 6, 1983 Report.
