UNITED STATES NUCLEAR REGULATORY COMMISSION REGION I 2100 RENAISSANCE BLVD., SUITE 100 KING OF PRUSSIA, PA 19406-2713 January 14, 2020 Mr. John Moylan Site Vice President Holtec Decommissioning International, LLC Pilgrim Nuclear Power Station 600 Rocky Hill Road Plymouth, MA 02360

SUBJECT:

DECOMMISSIONING INSPECTION PLAN FOR PILGRIM NUCLEAR POWER STATION - 2020

Dear Mr. Moylan:

This letter is to inform you of planned oversight activities at Pilgrim Nuclear Power Station (PNPS) following the permanent cessation of operations. On November 10, 2015, Entergy Nuclear Operations, Inc. (Entergy) notified the NRC of its intent to permanently shutdown PNPS (ADAMS Accession Number: ML15328A053). On June 10, 2019, Entergy certified cessation of power operations and the permanent removal of fuel from the PNPS reactor vessel (ADAMS Accession Number: ML19161A033).

As outlined in our letter to you dated June 11, 2019, (ML19162A033) the NRCs oversight of your licensed activities as you progress through decommissioning will be conducted under the provisions in Inspection Manual Chapter (IMC) 2561, Decommissioning Power Reactor Inspection Program. Inspection activities were carried out by a resident inspector who had a regular onsite presence through August of 2019, and was supplemented by specialist inspectors from Region I. Since our removal of the resident inspector, these inspections will be coordinated by a lead inspector in the Region I Division of Nuclear Materials Safety (DNMS),

and the timing and frequency of such inspections will be based upon site activities.

The IMC 2561 inspection procedures that are designated as core are required to be performed annually. The ones that are listed as discretionary are performed as-needed, based on activities and issues at the site. Many of the core inspection procedures are of an on-going nature and therefore will be performed continuously throughout the year.

The NRC is providing this information for awareness. The NRC will contact you as soon as possible to discuss changes to the inspection plan should circumstances warrant changes.

Specific inspection activities for 2020 will largely be dependent on your planned activities.

B. Sullivan 2 In accordance with Title 10 of the Code of Federal Regulations (10 CFR) 2.390 of the NRCs Rules of Practice, a copy of this letter will be available electronically for public inspection in the NRC Public Document Room or from the Publicly Available Records (PARS) component of NRC's document system (ADAMS). ADAMS is accessible from the NRC Web site at http://www.nrc.gov/reading-rm/adams.html (the Public Electronic Reading Room).

Please contact Harry Anagnostopoulos at 610-337-5322 with any questions you have regarding this letter.

Sincerely,

/RA/
