Council (NUMARC), by a letter dated January 4, 1990, to review its previous 1 SB0 response to the NRC and provide a response to the NRC confirming that the guidance of NUMARC 87-00 vas folloved. Specifically, utilities vere requested to verify that implementation is consistent vith the supplemental guidance provided by the attachments to the NUMARC letter, that applicability of NUMARC 87-00 assumptions is documented in utility files, and that departures from the accepted NUMARC 87-00 methodology are identified.

Toledo Edison's response to the Station Blackout rule was semitted on April 17, 1989 (Serial Number 1651). NUMARC 87-00 guidelines ven ased in '

evaluating Davis-Besse design features against SB0 rule ri wirements except vhere Regulatory Guide 1.155 took precedence. NUMARC 87-W, Section 3 i guidelines vere used to determine that the required coping duration for Davis-Besse is four hours. In the April 17, 1989 response, Toledo Edison i committed to install an alternate AC (AAC) power source with adequate capacity l to power all systems required to cope with SB0 and with the capability of being available within ten minutes of the onset of SB0. TE committed to meet .'
