Enclosed is LILCO's request for a limited-scope exemption from the fitness-for-duty requirements of 10 CFR Part 26 for the L 'Shoreham: Nuclear Power Station. Under the requested exemption, -

! the. scope of the Shoreham Fitness-for-Duty (FFD) Program would be i

limited to only those persons who have' unescorted access to any i area that'contains equipment necessary to support and maintain the continued safe storage or handling of spent fuel: 1.e., t

" vital areas"'as defined in the Shoreham Physical Security Plan.

LLILCO also respectfully requests that it promptly be granted interim relief from the fitness-for-duty requirements, so that it' may limit the scope of-the Shoreham FFD Program as described above-pending disposition of the exemption request. As~LILCO "

points out in its exemption request, with Shoreham in its present defuele.c condition the restriction of the FFD Program to those persons wh'o have' unescorted access to " vital areas" will not compromise the objectives of the FFD Program nor will it endanger life or property. Such a restriction will, however, allow LILCO to reduce by over 300 the number of chemical abuse tests that-would otherwise be required by 10 CFR 26.24.
