Letter from A. Bert Davis to Cordell Reed dated February 2, 1990 transmitting SALP 8 Board Report NO. 50-254(265)/89001 Mr. Davis:

The referenced letter transmitted the SALP 8 Board Report for Quad Cities Station which summarized the Station's performance for the period October 1, 1988 through November 30, 1989. The purpose of this letter is to provide Commonwealth Edison's comments on the subject report, as requested in

-the reference letter.

Commonwealth Edison believes that, overall, the SALP 8 Report represents a balanced assessment of the strengths and weaknessos demonstrated during the report period. Commonwealth Edison appreciates the Staff's recognition of the overall improvements in performance at Quad Cities Station since the last SALP period, especially the recognition of good performance in the areas of Operation and Emergency Preparedness and sustained good performance in Security and Radiological Controls. The goal of the Station as well'as-Corporate-management is to continue to promote an atmosphere of professionalism for Station personnel and to aggressively pursue improvement l

L programs in order to achieve a Category i performance in all SALP categories.

To achieve excellence in all aspects of Quad Cities Station operation, Commonwealth Edieon realizes the need for continuing improvements 1

In all areas including those which have achieved SALP 1 performance. As Mr.

Shafer discussed during the February 22, 1990 meeting, the Station has initiated an extensive Procedures Upgrade Program which entails both technical as well as human factor enhancements to correct the weaknesses identified in 9003200041 900308 @

procedural adequacy. In the area of procedural compliance, upper Station l management continues to stress the importance of adherence to procedures and I has initiated a program in which Station personnel pledge their support to the l philosophy of procedure adherence. Finally, corrective actions have been

' initiated in response to the NRC identified concerns related to contractor control. Quad Cities Station concurs with Mr. Shafer's observation expressed during the SALP meeLing that better contractor control has been achieved during the current Unit 2 Refueling Outage.

In the area of licensing activities, corrective actions to improve quality of licensing submittals were initiated in 1989 and will be further developed during the current SALP period to address NRC concerns.

Improvements in the quality of submittals during the latter portion of the-  !

SALP period were acknowledged by Mr. Ross during the February 22, 1990 SALP

' Meeting. Continuing improvements to the licensing process should further enhance the technical and administrative quality and timeliness of submittals.

Commonwealth Edison appreciates the NRC's efforts in their assessment of Quad Cities. Station performance. Commonwealth Edison acknowledges the Staff's efforts in assisting Quad Cities Station in their pursuit of exceptional performance. The SALP report as well as our aggressive scif-assessment activities will assist the Company in the focused allocation of resources to further our pursuit of excellence.
