2) ULNRC-2129 dated 12/28/89 In accordance with 10CFR50.91 Union Electric requests emergency technical specification relief. At approximately 2:05 p.m. CST on February 2, 1990 cellaway entered Technical Specification Action Statement 3.1.3.1.b as a result of an urgent failure alarm received during routino control rod motion testing. It has been determined that the alarm was-indicative of an electrical problem in the rod contral system and that the control rods.romain trippable.

Union Electric has requested in the reference letter a technical specification change that would provido an

-allowed outage timeaof 72 hours8.333333e-4 days <br />0.02 hours <br />1.190476e-4 weeks <br />2.7396e-5 months <br /> for this condition, i.e.,

the rods are trippabic and that a control rod urgent failures alarm or other electrical problem exists. We therefore request an allowed outage time of 72 hours8.333333e-4 days <br />0.02 hours <br />1.190476e-4 weeks <br />2.7396e-5 months <br /> to resolve the problem prior to completing the actions required by Technical Specification 3.1.3.1.b. The evaluation justifying this request is contained in the safety evaluation of Reference 1.

This emergency action is required to prevent a plant shutdown from 100% power at a time when adver ac weather conditions exist in the UE service area.
