APPLICATION FOR AMENDMENT TO OPERATING LICENSE Pursuant to Section 50.90 of the regulations of the Nuclear Regulatory Commission, the New York Power Authority, as holder of Facility Operating Ucense No. DPR 59, hereby applies for an Amendment to the Technical Specifications contained in Appendix A of this license.
A number of Technical Specifications address limits associated with reactor physics parameters that generally change with each reload core, requiring changes to the Specifications to update these limits each fuel cycle. Since these limits are developed using NRC approved methodologies, processing the changes is an unnecessary l - burden on the NRC and the Authority. NRC Generic Letter 8816, dated October 4, L 1988 provides guidance for removing these cycle specific parameter limits and relocating them into a utility controlled " Core Operating Umits Report."
The proposed changes remove the cycle spec!fic parameters limits from the Technical Specifications and reference a Core Operating Umits Report containing these limits.
These changes are made in accordance with the guidance contained in NRC Generic Letter 8816.
The proposed changes to the Technical Specifications are Attachment I to this l Application for Amendment to the Operating Ucense. The Safety Evaluation for the proposed changes is included as Attachment 11.
