' Washington, D.C. 20555 Clarification to Supplement No. 15 to the Startup Test Report Shoreham Nuclear Power Station Docket No. 50-322 Ref: (1) LILCO letter SNRC-1620 dated August 15, 1989 from William E. Steiger, Jr. to U.S. Nuclear-Regulatory Commission; subject: Supplement No. 15 to the Startup Test' Report Gentlemen:

SNRC-1620 (reference 1) forwarded the Long Island Lighting Company's (LILCO) fifteenth Supplement to the Shoreham Nuclear E

Power Station (SNPS) Startup Test Report. Subsequently, it has come to LILCO's attention that certain information provided in section 4 of this report should-be clarified to achieve a

- . consistent understanding of LILCO's compliance with the license conditions in NPF-82.

When submitting the Startup Test Report, LILCO has been complying with section 6.9.1.2 of the SNPS technical specifications by including a completion status for each license condition in NPF-82. In addressing the seventh ~ license condition, section 4.7,.LILCO refers to the note in section 4'.4. This reference was not intended to mean that LILCO would not implement the special requirements imposed upon the on-site emergency diesel engines.

Thus, attached to this letter is a' revision to section 4 of the

. report.

In conclusion, LILCO assures the Commission that a non-compliance regarding license-condition 2.C(7) does not exist and that LILCO's commitment to abide by the license conditions of NPF-82 remains in effect.
