On November 10, 1981, Licensee filed with the Appeal Board a Notice of Appeal, Motion for a Stay of Licensing Board's Order on Confidentiality, and a Memorandum in support of its Motion. At the time Licensee appealed the Licensing Board's Order on Confiden-tiality, the possibility of disclosure of the identities of indi-viduals on whose behalf Licensee sought confidentiality was immi-nent, due to the commencement of the public hearings. As a result of a series of discussions on November 10th and lith among the parties, the parties reached agreement, recorded in the attac.ed k Stipulation, concerning the individuals to whom confiden-tiality would apply, and the means by which confidentiality would be maintained in the reopened proceedings. Judge Milhollin, sitting as Special Master in the reoponed hearing, accepted the parties' pgg63 Stipulation as indiciated by his signature thereon, and issued the

attached Order applicable to the Stipulation signatories. One of the provisions included in the' Stipulation addresses Licensee's i
