PROJECT INSPECTION PLAN AND REPORT on April 24, 1981 I sent a copy of Specification C-88 to you which specified the technical requirements imposed upon the subcontractor for installing the 20 backup interceptor wells. Since that time we have had discussions with the Staff, and as indicated in these discussions, we have decided to change to the cable tool well drilling process instead of jetting. Also discussed with the Staff and Region III were the quality assurance requirements to be placed upon the activities for installing the wells and for monitoring of the wells l after their installation. Based upon these discussions, we believe we have ,

l resolved all comments and are enclosing for the Staff's information; (1) an  !

I updated portion of the specification, 2) the quality control instructions for l l QC activities, and (3) an over-inspection plan which sill be implemented by the Consumers Power Midland Proj'ect Quality Assurance Department.

l l We believe that the previous information supplied to you on April 24 and March l

23, 1981 combined with the additional information attached to this letter, resulting from our recent discussions with the Staff and Region III personnel, i should be sufficient so that you can concur with our request tc proceed with

! the installation of the backup interceptor wells.
