Common Reference Level For Reactor Vessel Level Instrumentation

Dear Sir:

Pursuant to Section 50.59 of the Commission's Rules and Regulations, Vermont Yankee Nuclear Power Corporation hereby proposes the following changes to Appendix A of the Operating License.

PROPOSED CHANGE:

Changes to pages 7, 12, 19, 21, 35, 36, 38 39a, 41, 42, 62 and 63 of the Vermont Yankee Technical Specification are being proposed to reflect changes in reactor vessel water level setpoint scale values which would be caussd by providing a common reference for vessel level instrumentation. Revised pages are included as an attachment to this letter.

REASON AND BASES FOR CHANGE:

By letter, Reference (b), the NRC required all Boiling Water Reactor Licensees to provide a common reference for vessel level instrument:ition. Reference (c) transmitted Vermont Yankee's plans regarding this item. Reference to a common level within the reactor vessel will provide the operator with a clear indication of water inventory within the core.

SAFETY CONSIDERATIONS:

Implementation of the changes proposed in the attached pages will not effect the operation of level instrumentation or their setpoints. Upon completion of

a comprehs;nsive, administrative program which includes procedure revision, hardwan (scale) changes and operator retraining, the station operators will benefit by having a common reference for reactor vessel level instrumentation.

It has been concluded that this change does not present significant hazards not described or implicit in the safety aralysis report and does not involve an unreviewed safety question as described in 10CFR50.59.

This proposed change has been reviewed by the Vermont Yankee Nuclear Safety Audit and Review Committee.

FEE DETERMINATION:

This proposed change is pro forma, administrative in nature and has no safety or environmental significance. For these reasons, Vermont Yankee Nuclear Power Corporation proposes this change as a Class II Amendment and a payment of $1,200.00 is enclosed.
