We have received a copy of the Board's letter dated January 14, 1977 to the ACRS and the ACRS ' non-response dated March 16, 1977.

We ask the B, oard to take further action _* to prevent the

ACRS' fi'o'utin U f thT law. We point out that the inability to deal with the ACRS issues at these suspension hearings can only be resolved by charging that inability against the regula-tory staff and Consumers and not the intervenors.

Accordingly the absence of an ACRS response is a further reason for a finding of suspension.
