The Long Island Lighting Company (LILCO) has reviewed Generic Letter 89 (reference 1) and the information and clarifications R as provided by Supplement 1 to Generic Letter 89-07.

Pursuant to 10CFR50.54 (f) , LILCO hereby submits confirmation that l' we have prepared a Station Procedure (reference 2) which is an implementing document of the Shoreham Nuclear Power Station m (SNPS) Safeguards Contingency Plan. This Procedure addresses l

'short term actions that are to be taken at SNPS to protect the l

facility against attempted radiological sabotage involving a land I

vehicle, bomb if such a threat were to materialize.

L In developing SP 99.002.03, LILCO has utilized the approach j, deemed acceptable in Generic Letter 89-07 in that: q

l. A safe standoff distance was determined based on the current  ;

non-operating and defueled condition at SNPS; I i

2. Site features were reviewed to determine land vehicle access approach paths and distances; l
3. Short-range measures were identified which could be '

implemented within 12 hours1.388889e-4 days <br />0.00333 hours <br />1.984127e-5 weeks <br />4.566e-6 months <br /> after notification by the NRC to protect against unauthorized vehicle acccas closer than the  ;

safe standoff distance; and g 4

4. Plans have been prepared and advance arrangements made to 'j facilitate the short range contingency measures in the event i a land' vehicle bomb threat arises.

t Additionally, LILCO has determined that land vehicle bomb considerations have not changed the SNPS Safeguards Contingency Plan or decreased the effectiveness of the Plans prepared in accordance with 10CFR73 requirements. Therefore, 10CFR50. 54 (p) ( 2) does not apply.

Finally, pursuant to 10CFR73, Appendix C, SP 99.002.03, and other appropriate documentation, is maintained on-site and available ,

for NRC verification.
