NRC-- staff members ' concurred with the use of Pathway Corp. as the o replacement bellows vendor.

The purpose 'of this letter is to document NRC agreement with the GPC justification for: the use of Pathway Corp. as the replacement bellows vendor. '

1 As presented in the conference call, GPC contacted 13 utilities and ? .[

suppliers in an effort to obtain a replacement be170ws with an ASME  :

Section III' N-Stamp. Due to the fact that the bellows assemblies at ,

Plant. Hatch were custom made, it was determined that none of the  :

companies contacted had an "off the shelf" assembly suitable for our I application. Generic Letter 89-09 permits a licensee to use a non

', ' N-stamped ~ vendor as long as it has been determined that an equivalent ,

, ASME Section III stamped replacement is not available. In the course of our investigation it was identified that only one vendor, Metal Bellows Corp., currently holds an N-Stamp. However, as discussed during the October 4th conference call, GPC believes that, in this situation, it is more prudent to obtain a replacement component from Pathway Corp. for the

calculations.

N 2. All new engineering calculations / designs will be verified and approved by a Professional Engineer who is knowledgeable of the o

ASME Code. Pathway is in possession of the original calculations and as such can readily assure that the original design 1 intent'is fully satisfied by the replacement design.

1. x L' , 3. All materials ' are ASME and have Material Test Reports, Heat I Numbers.:and traceability. ] k
4. All Pathway-~ welders'are qualified per ASME Section IX and will be l qualified again under the GPC procedures and QA' program. )
5. Pathway QA manual, weld procedures, and non-destructive J examination (NDE) procedures will be reviewed and approved.
6. -All NDE will be in accordance with American Society of l l-Non-Destructive Testing Standards. '

Data Report, At the conclusion of the phone call NRC staff personnel stated that, "

based on the information provided by GPC, the use of Pathway Corp. as the ,

l replacement bellows vendor is acceptable and that the intent of Generic '

Letter 89-09 is satisfied.

Consequently, we are proceeding with the procurement of a replacement bellows for Unit Two drywell penetration 2T23-X9A from Pathway Corp.

Installation and testing will be completed prior to startup from the current refueling outage.
