NRC . Generic Letter 89-07, " Power Reactor Safeguards Contingency

. Planning.for Surface Vehicle Bombs." was issued on April 18,1989,to all ,'

l, holders: of and applicants for operating licenses and holders of construction permits. The Generic Letter directed licensees to modify their Safeguards Contingency Plan Procedures to include short term  :

actions to protect against attempted radiological sabotage involving a l

, land vehicle bomb. The Generic Letter further states that the ,

consideration of . a land vehicle bomb is pertinent only to safeguards contingency planning and does not require any modification to physical protection systems established under 10 CFR 73.55.

Georgia Power Company has developed a contingency plan which has been -

added to the security plan to include short term actions that could be taken to protect against attempted radiological sabotage involving a land vehicle bomb if such a' threat were to materialize. The procedure which implements the contingency plan is in effect as of November 1,1989. .

Generic Letter 89-07, the addendum and supplement 1 NUREG/CR-5246,  ;

NUREG/CR-4250, and NUREG/ CR-0484 were utilized as references in i performing the suggested reviews and analyses. The change to the security i plan has been made in accordance with 10 CFR 50.54(p)(2).
