Regulatory Compliance During Defueling

REFERENCE:

PSC Letter, Crawford to Weiss, dated September 1, 1989 (P-89342)

Gentlemen:

In the letter referenced above, the Public Service Company of Colorado (PSC) announced the early termination of Fort St. Vrain

. (FSV) operations effective August 29, 1989. The purpose of this letter is to provide assurance to the NRC that PSC will continue to comply with applicable license conditions and regulatory requirements during'defueling, unless and until relief is requested by PSC and j approved by the NRC. '

l NRC regulations and the FSV operating license contain a variety of ,

requirements that continue to apply to Fort St. Vrain activities  !

during shutdown and defueling. These include applicable Technical i Specifications, FSAR and Fire Protection Program Plan requirements, '

Security Plan requirements, QA Program requirements, and Emergency l Preparedness requirements, as well as the basic requirements of the {

regulations applicable to Fort St. Vrain. It is PSC's intent and understanding that these regulatory requirements are to be met during shutdown and defueling. PSC will request relief from the NPC prior to downgrading our activities in any of these areas, and we will use past prolonged shutdown and refueling outages as a guide to acceptable practices for meeting applicable regulatory requirements.
