ISSUANCE OF RENEWED MATERIALS LICENSE NO. SNM-2509 FOR THE TROJAN INDEPENDENT SPENT FUEL STORAGE INSTALLATION (EPID NOS.

L-2017-LNE-0009 AND L-2017-RNW-0011)

Dear Mr. Nicholson:

The U.S. Nuclear Regulatory Commission (NRC) has issued renewed License No. SNM-2509 and the Technical Specifications (Appendix A) for the Trojan Independent Spent Fuel Storage Installation (Trojan ISFSI). By letter dated March 23, 2017 (ML17086A039), as supplemented January 23, 2019 (ML19028A411), February 21, 2019, (ML19057A148), and June 10, 2019, (ML19164A182) Portland General Electric (PGE), on behalf of itself and Eugene Water and Electric Board and PacifiCorp, submitted an application to the NRC for renewal of License No.

SNM-2509 for the Trojan ISFSI. With the exception of the additional license conditions for the safety analysis report and defining the implementation of the Aging Management Programs, there are no additional changes to License No. SNM-2509. Therefore, amendments that have been issued through Amendment No. 6 are incorporated into this license. The renewed License No. SNM-2509 expires on March 31, 2059.

The technical basis for issuing the renewed license is set forth in the enclosed staffs safety evaluation report for the Trojan ISFSI renewal. In connection with the issuance of the renewed license, an environmental assessment and finding of no significant impact was noticed in the Federal Register (84 FR 32478) on July 8, 2019. A notice of issuance of the renewed license will also be published in the Federal Register.
