PALISADES NUCLEAR PLANT - REVIEW OF THE FALL 2018 STEAM GENERATOR TUBE INSPECTION REPORT (EPID L-2019-LRO-0033)

Dear Sir or Madam:

By letter dated May 6, 2019 (Agencywide Document Access and Management System (ADAMS) Accession No. ML19127A065), Entergy Nuclear Operations, Inc. (ENO) submitted to the U.S. Nuclear Regulatory Commission (NRC) a summary of the results of the fall 2018 steam generator inspections that were performed at the Palisades Nuclear Plant (PNP) during the 26th refueling outage.

The NRC staff completed its review and concludes that ENO provided the information required by the PNP technical specifications and that no follow-up is required at this time. A summary of the staffs review is enclosed.

REVIEW OF THE FALL 2018 STEAM GENERATOR TUBE INSPECTION REPORT ENTERGY NUCLEAR OPERATIONS, INC.

PALISADES NUCLEAR PLANT DOCKET NO. 50-255 By letter dated May 6, 2019 (Agencywide Document Access and Management System (ADAMS) Accession No. ML19127A065), Entergy Nuclear Operations, Inc. (the licensee) submitted a summary of the results of the fall 2018 steam generator (SG) inspections that were performed at Palisades Nuclear Plant (PNP) during the 26th refueling outage (1R26).

Additionally, the U.S. Nuclear Regulatory Commission (NRC) staff held a conference call with the licensee on November 8, 2018, regarding the ongoing steam generator inspection activities at PNP. A summary of this conference call was issued in a letter dated November 28, 2018 (ADAMS Accession No. ML18325A192).

PNP has two Combustion Engineering Model 2530 replacement SGs. Each SG has 8,219 mill-annealed, Alloy 600 tubes. The tubes have a nominal outside diameter of 0.75 inches, and a nominal wall thickness of 0.042 inches. Stainless steel, eggcrate, lattice-type tube supports, diagonal straps, and vertical straps support the tubes at various locations. The tubes were expanded through the full depth of the tubesheet using an explosive process.

The licensee provided the scope, extent, methods, and results of the SG tube inspections in the documents referenced above. In addition, the licensee described corrective actions, such as tube plugging, taken in response to the inspection findings.

After review of the information provided by the licensee, the NRC staff has the following comments/observations:

The licensee reported that 20 tubes in SG A were preventively stabilized and plugged to bound foreign objects at the top of the hot-leg tubesheet. The tubes that were stabilized and plugged are in two regions that are at, or relatively close to, the tube bundle periphery.

Based on its review, the NRC staff concludes that the licensee provided the information required by PNP Technical Specification 5.6.8, Steam Generator Tube Inspection Report. In addition, the NRC staff concludes that there are no current technical issues that warrant follow-up action because the inspections appear to be consistent with the objective of detecting potential tube degradation and the inspection results appear to be consistent with industry operating experience at similarly designed and operated units.
