SUMMARY

OF MAY 16, 2019, PUBLIC MEETING WITH NUCLEAR ENERGY INSTITUTE REGARDING PROBABILISTIC RISK ASSESSMENT CHANGE CONTROL PROCESS On May 16, 2019, the U.S. Nuclear Regulatory Commission (NRC) staff held a public meeting 1 with industry representatives including staff from the Nuclear Energy Institute (NEI). The purpose of the meeting was to discuss the process of acceptance of new methods for use in licensee probabilistic risk assessment (PRA) following approval of an amendment to implement, for example, a risk-informed completion time program. Specifically, the meeting discussed the necessary infrastructure (i.e., licensing and oversight) that needs to be established to develop a process to accept newly developed methods.

During the meeting, the NRC staff presented its assessment of discrete tasks that needed to be accomplished to establish the appropriate infrastructure. 2 The NRC staff slides provided a status, path forward, and challenges for short-term tasks and committed to publish those tasks.

NEI indicated that, in addition to seeking NRC staff acceptance of NEI 17-07, 3 "Performance of PRA Peer Reviews Using the ASME/ANS [American Society of Mechanical Engineers/American Nuclear Society] PRA Standard," they would also be submitting a document seeking NRC acceptance of clarifications and enhancements to some sections of the ASME/ANS PRA (ASME/ANS RA-Sa-009) standard to enable usage of a change control process for the risk-informed completion time program. The NRC staff discussed work on a memorandum that provides a summary of licensing and oversight strategies used in support of four risk-informed initiatives and publish it as a knowledge management tool. Additionally, the NRC staff discussed longer term efforts to adapt the Reactor Oversight Program to inspect key attributes of PRAs including newly developed methods in a performance-based risk-informed manner.

M. Orenak Informed Activities," and emphasized that its execution will significantly depend on the schedule of the planned update to the ASME/ANS PRA standard.

No regulatory decisions were made, and it was agreed that another interaction on this topic should be planned when sufficient progress had been made on the tasks to warrant another meeting. It was also acknowledged that a workshop was being planned in the future to discuss key assumptions and uncertainties in PRA models.

Following the discussion, an opportunity was afforded to any other participants who wished to ask questions or make comments. No comments were received.
