TURKEY POINT NUCLEAR GENERATING UNITS 3 AND 4 - TRANSMITTAL OF PORTIONS OF THE DRAFT SAFETY EVALUATION FOR THE SUBSEQUENT LICENSE RENEWAL AMENDMENT (EPID NO. L-2018-RNW-0002)

Dear Mr. Nazar:

By letters dated January 30, 2018 (Agencywide Documents Access and Management System (ADAMS) Accession No. ML18037A812), February 9, 2018 (ADAMS Accession No. ML18044A653), February 16, 2018 (ADAMS Accession No. ML18053A123), March 1, 2018 (ADAMS Accession No. ML18072A224), and April 10, 2018 (ADAMS Accession Nos. ML18102A521 and ML18113A132), Florida Power & Light Company (FPL) submitted an application for subsequent license renewal of Renewed Facility Operating License Nos. DPR-31 and DPR-41 for the Turkey Point Nuclear Generating Unit Nos. 3 and 4 (Turkey Point) to the U.S. Nuclear Regulatory Commission (NRC) pursuant to Section 103 of the Atomic Energy Act of 1954, as amended, and part 54 of title 10 of the Code of Federal Regulations (10 CFR),

Requirements for renewal of operating licenses for nuclear power plants.

Enclosed is the draft Safety Evaluation Report (SER) that the NRC staff has prepared to support the proposed license amendment. Pursuant to Section 2.390 of Title 10 of 10 CFR, we have made a preliminary determination that the enclosed draft SER does not contain proprietary information. However, since the NRCs review was partially based on review of proprietary information, the NRC staff requests that the licensee confirm that the draft SER does not contain any information that is considered proprietary. If you believe that any information is proprietary, please identify such information line-by-line and define the basis pursuant to the criteria of 10 CFR 2.390.

The NRC staff requests that FPL provide comments regarding the proprietary content in the draft SER within 10 business days from the date of this letter. The response timeframe was discussed with Mr. Steve Franzone of your staff on April 25, 2019.

The enclosure transmitted herewith contains sensitive unclassified information.

When separated from enclosure, this transmittal document is decontrolled.
